Much like we see with cats in heat, their backs will sway downward, exposing their vagina, and only then is she able to be bred. Now, let's assume for a second that all of this could be accomplished by a male grabbing the bars from the opposite side of the female. First, he would have to somehow entice the female into a lordosis stance without mounting, she would have to press her vagina up against the bars towards him, and he would then have to grab the bars with his front paws and penetrate her without mounting. This scene is comical to even imagine. Completely ridiculous.
